Tidjane Thiam
Board Chairman
Tidjane Thiam is the Board Chairman of Rwanda Finance Limited as well as being the Executive Chairman of Freedom Acquisition 1 Corporation. He is also the Chairman of the Audit Committee of the Kering Group, a member of the International Olympic Committee and a Special Envoy on Covid 19 for the African Union. Before this, Mr. Thiam was Chief Executive of Credit Suisse from 2015 to 2020 and Group Chief Executive of Prudential plc from 2009 to 2015, after one year as Chief Financial Officer.
Between 2002 and 2008, Mr. Thiam held various leadership roles at Aviva after being a partner at the consulting firm McKinsey & Company. From 1994 to 1999, he was Chief Executive of the National Bureau for Technical Studies and Development and subsequently Secretary of Development and Planning for Côte d’Ivoire. Mr. Thiam co-chaired the World Economic Forum 2016 in Davos and joined the Group of Thirty (G30), a select group of leaders in international finance, in 2015. He has been on the Board of Directors of 21st Century Fox from 2014 until 2019. He was named Chairman of the Board of the Association of British Insurers from 2012 to 2014.
In 2018, Mr. Thiam received the Euromoney Award for Excellence ‘Banker of the Year’.
Mr. Thiam is a graduate of the École Polytechnique and the École Nationale Supérieure des Mines de Paris and holds an MBA with distinction from INSEAD.

Diko Mukete
Board Vice Chairman
Mr. Diko Mukete, is a former Director of Governance, Economic and Financial Reforms at the African Development Bank (AfDB). During his 25-year career at the AfDB, he held various positions, including the pioneer Head of the AfDB’s country office in Ghana, and Chief Country Economist in the West and North Africa regional departments.
Mr. Mukete was the AfDB’s Resident Representative in Rwanda, with responsibility for Burundi, from 2007 to 2011. In this position, he played an active role in the Rwanda Joint Governance Assessment, which was undertaken, jointly, by the Government of Rwanda and development partners. He chaired the Budget Support Donors Group and co-chaired the Budget Support Harmonization Group in 2008. Guided by his strong passion for Africa’s development.
Mr. Mukete worked on a wide range of development projects across the continent, ranging from institutional support to structural adjustment and government budget support operations. He also led several successful economic and financial policy dialogue with Governments across the continent, on deepening economic and financial reforms. Before joining the African Development Bank, he worked for the Cameroon National Investment Corporation (1982-1991) as a Principal Economist/Financial Analyst, and Division Manager in the Department of Operations.

Ms. Alice Ntamitondero is the CEO of Ultimate Developers Limited (UDL), a leading Real Estate Company in Rwanda. Prior to this, she worked as a consultant on PFM Projects of the World Bank-Rwanda, Secretary General of the Auditor General’s Office and Corporate Services Division Manager of Rwanda Natural Resources Authority among others.
Apart from being a board member of Rwanda Finance Limited, Alice is also a board member of Access Bank Rwanda Plc and Mulindi Tea Factory.
Ms. Ntamitondero is a professional accountant, fellow member of a UK Association of Chartered Certified Accountant (ACCA) and of the Institute of Certified Public Accountants (iCPAR). Ms. Louise Kanyonga is the Deputy CEO at the Rwanda Social Security Board (RSSB). She started out her public service career as a policy analyst in the Strategy and Policy Unit, Office of the President, where she was part of a team that provided independent policy analysis in the presidency.

Prior to joining Rwanda Finance, Nick was the Managing Partner of Karisimbi Business Partners, an Africa-focused investment and advisory firm. From 2008 to 2014, he was a Senior Executive at Crystal Ventures, the largest investment company in Rwanda.
Nick is the Non-Executive Director of Green Hills Academy.

As Head of the Legal Department, Antonny is responsible for policy reforms, advisory and compliance of Kigali International Financial Centre.
Antonny is a seasoned lawyer with vast experience in Finance, Dispute Resolution, Business Transactions, Investment, Corporate Governance, Trade Policy, and Trade Law.
Prior to joining Rwanda Finance, Antonny worked at the Ministry of Justice in the Attorney General’s Office from 2008 to 2019, where he rose to the position of Senior State Attorney. He has served as a Board Member of the Kigali International Arbitration Center and was the Chief Legal Expert on the Rwandan team which successfully negotiated the African Continental Free Trade Area Agreement (AFCFTA).
Antonny is a practicing advocate and a member of the Rwanda Bar Association and East African Law Society.
Antonny holds a Master of Science (MSc) in International Trade Policy and Trade Law (Lundi University, Sweden) and a Master of Laws (LLM) in Business, Corporate, and Maritime Law (Erasmus University, the Netherlands). He also holds a Bachelor of Laws (LLB) from Uganda Christian University as well as a Post Graduate Diploma in Legal Practice from the Institute of Legal Practice and Development.

Jackson is a specialist in tax policy design and formulation. He possesses a profound knowledge of Rwanda’s and regional tax policies and has worked on a number of Rwanda’s bilateral taxation and trade treaties.
Prior to joining Rwanda Finance, Jackson worked as a Tax Policy Economist at the Ministry of Finance and Economic Planning (MINECOFIN) where he worked on several initiatives including the negotiation of the East African Community Single Customs Territory, designing tax incentives for the ‘Made in Rwanda’ Policy, and reviewing land and property tax reforms, along with Rwanda’s investment promotion code.
Jackson is a member of the Rwanda Tax Policy Committee – A multi-ministerial committee mandated to give policy advice to the Minister of Finance and Economic Planning on tax policy issues and reforms.

Terry has over 15 years of experience in events management, marketing, resource mobilization, and leadership training.
Prior to joining Rwanda Finance, Terry worked as a consultant training different corporates on leadership principles. She also managed and coordinated the international leadership conference dubbed Live2Lead in Rwanda, Zimbabwe, and Zambia as well as the Young African Thinkers conventions in Addis Ababa in the African Union, which is an African Union flagship youth event.

Prior to joining Rwanda Finance, Valence was the Head of Programme Operations at Kumwe Hub, the innovative finance arm of Save the Children that invests in businesses with solutions for children, families, and youth. He also served as the Enterprise and Economics Specialist at the International Union for Conservation of Nature, responsible for catalysing nature-based investments in Rwanda, Ethiopia, Malawi, and Uganda.
Valence has worked in various institutions in Rwanda, including the Ministry of Trade Industry as the MSME Programme Manager, VSO International as the Technical Advisor for Livelihoods, and the Swiss Resource Centre for Consultancies and Development as the Deputy Programme Manager for climate responsive investments. Previously, Valence was a Lecturer and Vice Dean at the UR College of Business and Economics, where he also served as the Coordinator for the Entrepreneurship Centre.
Valence holds a Master of Business Administration from Vellore Institute of Technology, India, a Bachelor of Social Sciences from Makerere University, and a Bachelor of Theology from Global Theological University, USA.

Senior Strategy and Policy Analyst
Pacifique Rurangwa is the Senior Strategy and Policy Analyst at Rwanda Finance Limited, the company promoting and developing Rwanda as a leading financial destination for international investment and cross-border transactions in Africa.
Pacifique has over seven years of experience in policy and strategy formulation and review, strategic planning, monitoring and evaluation systems (PME), strategic management, and international relations.
Prior to joining Rwanda Finance, Pacifique was the Strategic Planning, Monitoring and Evaluation Specialist at the Ministry of Foreign Affairs and International Cooperation (MINAFFET). During his tenure, he coordinated the elaboration of the Foreign Policy of the Republic of Rwanda and the Ministry’s five-year strategic plan, the first-ever the Ministry had. Prior to that, he worked with the Water and Sanitation Corporation Ltd (WASAC Ltd) as Project Manager, responsible for managing multi-dollar water and sanitation projects under the Rwanda Sustainable Water Supply and Sanitation Program. Pacifique also worked with the National Bank of Rwanda (BNR) as a management trainee in the Human Resources Management and Institutional Development Department.

With over 10 years of experience in project management, capacity building, and business development, John has a strong background in delivering complex projects across various sectors, including education, gender advocacy, and SME development. He has successfully managed projects from planning to execution, ensuring alignment with national priorities and international standards.
Prior to joining Rwanda Finance, John was the Business Development Manager at The Result Consult Co. Ltd, where he oversaw strategic planning, market analysis, and partnership development. He played a key role in executing the company’s 5-year Strategic Plan and implemented robust monitoring and evaluation frameworks to track project milestones and outcomes. John’s career also includes significant experience in Rwanda and the Netherlands, where he worked with established international organizations, including the Maastricht School of Management and the MOTT MACDONALD GROUP. In these roles, he oversaw multi-sectoral projects, managed procurement operations, and collaborated with key stakeholders like the Rwanda Development Board (RDB) and TVET institutions, aligning project objectives with national development goals.
John holds an MBA in Project Management and an Advanced Diploma in Cyclical Management and Leadership from the Maastricht School of Management, Netherlands.
