Kigali International Financial Centre (KIFC), in partnership with Investisseurs & Partenaires (I&P) and with support from the Luxembourg Cooperation, has launched the Rwanda Fund Manager Diagnostic and Support Program, a strategic initiative aimed at strengthening Rwanda’s emerging fund management ecosystem and advancing the country’s ambition to become a leading financial hub for Africa.
The programme aligns with Rwanda’s Vision 2050, NST2, and the Financial Sector Development Strategy, which position financial services and private capital as key drivers of economic transformation. Through KIFC, Rwanda is advancing these ambitions by supporting fund managers, attracting investment, and strengthening the country’s investment ecosystem.
At a time when Rwanda is positioning itself as a competitive destination for investment structuring and capital mobilization, the development of strong, credible, and locally anchored fund managers has become increasingly critical. While investor appetite for African markets continues to grow, many emerging fund managers still face challenges in meeting institutional investor expectations, particularly in areas such as governance, fundraising readiness, operational infrastructure, ESG integration, and fund structuring.
The Rwanda Fund Manager Diagnostic and Support Program was designed to address these gaps through a rigorous, diagnostic-led approach tailored to the realities of African investment ecosystems.
Implemented by I&P Ecosystems, the programme will identify and support high-potential fund managers through a structured selection and assessment process grounded in international investor standards and African market realities. Selected participants will undergo in-depth diagnostics across governance and team structure, investment strategy, fundraising and investor relations, operational readiness, and ESG and impact management.
Based on these assessments, participating fund managers will receive tailored technical assistance and practical capacity-building support designed to strengthen their institutional readiness and long-term fundraising potential.
Selected fund managers will benefit from:
- Independent diagnostic assessments benchmarked against LP expectations
- Tailored support addressing governance, fundraising, operations, ESG, and compliance gaps
- Access to experienced fund management and investment practitioners from across Africa
- Strategic guidance on investor positioning, fund structuring, and fundraising readiness
- A clear and actionable roadmap to support their next stage of growth
Beyond supporting individual fund managers, the programme aims to contribute to the broader development of Rwanda’s investment ecosystem by strengthening local fund management capacity, supporting the emergence of Rwanda-linked investment vehicles, and reinforcing KIFC’s position as a credible platform for regional and international investment.
The initiative leverages I&P Ecosystems’ extensive continental experience in entrepreneurship and investment ecosystem development. I&P and affiliated platforms have mobilized more than USD 480 million, invested in over 330 companies, and supported numerous emerging fund managers through advisory and investment readiness initiatives.
The programme is open to both existing and aspiring fund managers with a strong operational nexus to Rwanda, including managers seeking to establish or expand their presence through KIFC. Applications are open to a broad range of investment strategies, including venture capital, private equity, climate finance, fintech, and impact-focused investment vehicles.
