Diko Mukete
Board Vice Chairman
Mr. Diko Mukete, is a former Director of Governance, Economic and Financial Reforms at the African Development Bank (AfDB). During his 25-year career at the AfDB, he held various positions, including the pioneer Head of the AfDB’s country office in Ghana, and Chief Country Economist in the West and North Africa regional departments.
Mr. Mukete was the AfDB’s Resident Representative in Rwanda, with responsibility for Burundi, from 2007 to 2011. In this position, he played an active role in the Rwanda Joint Governance Assessment, which was undertaken, jointly, by the Government of Rwanda and development partners. He chaired the Budget Support Donors Group and co-chaired the Budget Support Harmonization Group in 2008. Guided by his strong passion for Africa’s development.
Mr. Mukete worked on a wide range of development projects across the continent, ranging from institutional support to structural adjustment and government budget support operations. He also led several successful economic and financial policy dialogue with Governments across the continent, on deepening economic and financial reforms. Before joining the African Development Bank, he worked for the Cameroon National Investment Corporation (1982-1991) as a Principal Economist/Financial Analyst, and Division Manager in the Department of Operations.

Ms. Alice Ntamitondero is the CEO of Ultimate Developers Limited (UDL), a leading Real Estate Company in Rwanda. Prior to this, she worked as a consultant on PFM Projects of the World Bank-Rwanda, Secretary General of the Auditor General’s Office and Corporate Services Division Manager of Rwanda Natural Resources Authority among others.
Apart from being a board member of Rwanda Finance Limited, Alice is also a board member of Access Bank Rwanda Plc and Mulindi Tea Factory.
Ms. Ntamitondero is a professional accountant, fellow member of a UK Association of Chartered Certified Accountant (ACCA) and of the Institute of Certified Public Accountants (iCPAR). She holds a Master’s Degree in Business Administration from Heriot Watt University- Edinburgh Business School (Majoring Strategic Planning), a Bachelor’s Degree in Business Administration (Majoring in Marketing) from the University of Rwanda (former KIST)-Rwanda.

Mr. Julien Kavaruganda is the Founder & Senior Partner of K-Solutions & Partners in Kigali, Rwanda. He has been practicing at the Brussels Bar Association before joining the Rwanda Bar Association and being the former President of the Rwanda Bar Association.
Mr. Kavaruganda is also Vice Chairman of the Kigali International Arbitration Center, Board member of the East African Law Society, Bank of Kigali and Resident Director of New Bugarama Mining Company Ltd.
Mr. Kavaruganda has over seventeen years of experience in Business law. His practice covers banking and finance, investment funds, capital markets, corporate law, mergers and acquisitions, joint ventures, privatisation, real estate and construction, energy and natural resources, and infrastructure law.
Mr. Kavaruganda is a graduate from the École Polytechnique and the École Nationale Supérieure des Mines de Paris and holds an MBA with distinction from INSEAD.

Ms. Umulinga Karangwa is a Fund Manager and Investment Advisor with 17 years of experience in financial services with a focus on investments in Africa over the past 13 years.
Ms. Umulinga has raised and managed funds investing in Africa for different asset classes and is passionate about developing African capital markets and home-grown asset managers on the continent.
Ms. Umulinga holds several degrees including an Msc in Management from Solvay Business School, Belgium. She is also a CFA Charterholder. She speaks fluent French and English and good Chinese (Mandarin).

Mr. Liban Soleman Abdi is an expert in financial management, entrepreneurship, and government advisory matters in Africa. He has initiated and managed large scale strategic government projects at national and international levels.
Mr. Abdi has unique experience working with investments projects ranging from infrastructure, public private partnerships to new technologies with a vision to develop African economies.
Mr. Abdi has served as Chief of Cabinet to the President of Gabon, and Chairman of the Gabon National Investment Promotion Agency.
Mr. Abdi sits on the Board of Rwanda Development Board (RDB) and holds degrees in Finance and Marketing.

Ms. Louise Kanyonga is the Chief Strategy & Compliance Officer at the Rwanda Development Board (RDB) a Government institution in charge of accelerating economic growth and development of the country, where she is tasked with aligning RDB’s strategic priorities with the National Vision and driving interventions to enhance private sector competiveness. Prior to that, she served in different capacities at RDB, including Head of Strategy & Competitiveness and Registrar General. She started out her public service career as a policy analyst in the Strategy and Policy Unit, Office of the President, where she was part of a team that provided independent policy analysis in the presidency.
Ms. Kanyonga is a lawyer by training, specialized in commercial and corporate law, having attained her LLB in South Africa at the University of the Witwatersrand and a Masters in Law (LLM) at Harvard Law School.

Nick BARIGYE is the Chief Executive Officer of Rwanda Finance Limited, the company promoting and developing Rwanda as a leading financial destination for international investment and cross-border transactions in Africa.
Nick is a finance and investments professional with track record of managing successful companies in Africa over the last 15 years.
Prior to joining Rwanda Finance, Nick was the Managing Partner of Karisimbi Business Partners, an Africa focused investment and advisory firm. From 2008 to 2014, he was a Senior Executive at Crystal Ventures, the largest investment company in Rwanda.
Nick is the Non-Executive Director of Green Hills Academy.
Nick holds an MBA in Strategic Management from Strathmore Business School in Kenya and a Bachelor of Business Administration in Finance from the National University of Rwanda.

Adelit NSABIMANA (PhD) has 14 years of experience in banking, public finance management, and strategic consulting. He is the technical advisor to Rwanda Finance Limited where he advises on policy orientation for the development of the Kigali International Financial Centre (KIFC).
Prior to this appointment, he was the economic advisor to the Minister for Finance and Economic Planning in the Government of Rwanda. Before joining the Ministry of Finance and Economic Planning, he had been working in the private sector as the Chief Internal Auditor at Access Bank Rwanda.
He has been the Team Leader at the Office of the Auditor General for State Finances in the Government of Rwanda and worked in the private sector as a Credit Analyst in COGEBANK and Union des Banques Populaires du Rwanda (BPR).
Adelit is a member of the Board of Directors of SONARWA General Insurance Company Ltd, and he is the chairman of the Board Underwriting and Claims Strategy Committee.
Adelit holds a PhD degree in Economics from Nelson Mandela Metropolitan University in South Africa, where he published an article entitled “Money Demand Stability and Inflation Prediction in the Five East African Countries” in the Journal for Studies in Economics and Econometrics. He holds a Master’s Degree in Economics (cum laude) from the University of Kwazulu Natal, South Africa with merit certificates in mathematics and advanced macroeconomics.

Antonny is the Chief Legal Officer/ Company Secretary of Rwanda Finance Limited and is responsible for legal advisory, regulation and compliance.
Antonny is a seasoned lawyer with vast experience in finance, dispute resolution, business transactions, investment, trade policy and trade law, along with procurement, corporate governance, construction and energy.
Before joining Rwanda Finance, Antonny worked at the Ministry of Justice in the Attorney General’s office from 2008 to 2019, where he rose to the position of Senior State Attorney. He has served as a Board Member of the Kigali International Arbitration Center and was the Chief Legal Expert on the Rwandan team which successfully negotiated the African Continental Free Trade Area Agreement (AfCFTA).
Antonny holds a Master of Science (MSc) in International Trade Policy and Trade Law from Lundi University, Sweden and a Master of Laws (LLM) in Business, Corporate and Maritime Law from Erasmus University in the Netherlands. He also holds a Bachelor of Laws (LLB) from Uganda Christian University as well as a diploma in legal practice from the Institute of Legal Practice and Development, Rwanda. Antonny is a practicing advocate and a member of the Rwandan Bar Association.

Hortense Mudenge is the Chief Operations Officer of Rwanda Finance Limited, responsible for overseeing strategic projects and the business operations of the company.
Hortense is a seasoned management consultant, with 8 years’ experience advising international development and private sector clients on business and market development.
Prior to joining Rwanda Finance, Hortense worked with Dexis Consulting Group and the Global Alliance for Improved Nutrition, as a consultant, providing technical support in the delivery of donor-funded investment programs and grant facilities.
Hortense holds an MBA from Hult International Business School in the US and is a graduate of the United States International University- Africa.

Ntoudi Mouyelo
Advisor to the CEO
Ntoudi brings a solid international banking and finance experience to Rwanda Finance Limited having worked as a senior executive in various international financial centres in Europe and Asia over the last 20 years.
Before joining Rwanda Finance Limited, Ntoudi was the Country Managing Director of Wintrust in Singapore from 2017 to 2019. Previously, he has served in a variety of positions, including Director of Amicorp a corporate service provider, Executive Director of Banque Internationale a Luxembourg where he was in charge of the commercial activities for the Asia Pacific region and Assistant Vice President managing the European and Asian services to financial intermediaries.
He is specialized in risk management, structuring investment entities for financial institutions and large corporate. He has also developed an expertise in designing wealth planning solutions for family offices and high net worth individual.
Ntoudi is currently a non-executive board member of MC Square, a regulated financial institution based in Luxembourg.
Ntoudi holds a master’s degree with distinction in banking and finance from the Luxembourg School of Finance completed with an executive week at Stern University in United States.
Furthermore, he holds a bachelor’s degree in engineering from Ecole Polytechnique de Montreal, the largest engineering institution in Canada.

Jean Baptiste Sande is the Chief Finance Officer, managing Rwanda Finance Limited’s strategic financial decisions and corporate services.
Jean Baptiste is a professional Accountant with 12 years of experience both in public sector and private sector. He was among the team leading the Government of Rwanda to migrate to accrual basis of accounting compliant to the International Public Sector Accounting Standards (IPSAS)
Prior to join Rwanda Finance, he worked at the Ministry of Finance and Economic Planning (MINECOFIN), in charge of state-consolidated financial statements for 5 years. He also worked in Rwanda Revenue Authority, AB Bank Rwanda, and National University of Rwanda.
Jean Baptiste has a bachelor’s degree in accounting from National University of Rwanda. He is chartered accountant and a member of Association Chartered Certified Accountant (ACCA) and Institute of Certified Public Accountants in Rwanda (iCPAR).

Malaika Rousseau is an international resource mobilization and market expert. She currently serves as the Senior Strategy and Policy Analyst at Rwanda Finance Limited (‘RFL’).
Preceding her current appointment at RFL, she worked for various financial institutions both in Rwanda and in Belgium, including the Development Bank of Rwanda as the Resource Mobilization Manager, as well as Euroclear Bank and Bank of New York Mellon. She also served as a Board Member for the National Coordination Team for Engagement with the Green Climate Fund.
Passionate about Rwanda’s sustainable development, Malaika has always been driven by the aim to make an impact on society, work on global issues, and find solutions that could have a larger impact on the African continent. She holds particular interest in policy analysis and investment promotions opportunities for Rwandan SMEs.
Malaika has a Bachelor of Business and Economics from the Catholic University of Louvain in Belgium, a Bachelor of Arts in Economics from Clemson University in USA, and a Master of Science in Economics with a Specialization in Firms Strategies and Finance Markets, from the Catholic University of Louvain.
