Clarisse Muhorakeye is the Human Resources and Administration Manager at the Kigali International Financial Centre, a financial centre facilitating international investment and cross-border transactions in Africa.

KIFC’s mandate is to position Rwanda as a preferred financial jurisdiction for investments in Africa by offering an attractive, competitive, and investor-friendly environment, fully compliant with international best practices.

Clarisse has over Six years of professional experience in Human Resources and Administration, with a strong background in operational HR and the effective coordination of people and administrative functions. Her experience spans employee lifecycle management, HR operations, performance management, employee engagement, policy implementation, and supporting organizational effectiveness. She also brings expertise in procurement and tender management, including coordinating procurement processes, managing service provider engagements, and supporting contract administration. Her combined HR and administrative experience enables her to contribute to the efficient delivery of organizational priorities while ensuring effective people practices and operational processes.

Prior to joining KIFC, Clarisse was an HR & Admin Officer at the Agaciro Development Fund.

Clarisse holds a Master’s degree in Human Resource Management from Oklahoma Christian University and a certificate for Strategic Human Resource Management (SHRM) from Mercury Training Center
