Hortance Redempta UMULISA is the Human Resources and Administration Manager of Rwanda Finance Limited, the company promoting and developing Rwanda as a leading financial destination for international investment and cross-border transactions in Africa.
Hortance is responsible for all Human Resource matters across the company from recruitment to performance reviews, wage reviews, disciplinary action, learning, and development. She is also responsible for procurement/supply chain of all goods and services from developing procurement plans, sourcing and engaging reliable suppliers & vendors; and reviewing existing contracts with suppliers & vendors to ensure ongoing feasibility.
Hortance has over 10 years of experience in the human resources and administration field, and procurement, particularly within the public sector.
Prior to joining Rwanda Finance, Hortance worked at the Office of the Prime Minister. She has also worked at the Ministry of Finance and Economic Planning and at the School of Finance and Banking.
Hortance holds a Bachelor’s degree in Law from Université Libre de Kigali (ULK).
