Isaac Gafasha

Why Work in Finance

Isaac GAFASHA is the Coordinator of the Financial Sector Skills Council operating under the auspices of Rwanda Finance Limited, the company promoting and developing Rwanda as a leading financial destination for international investment and cross-border transactions in Africa.

Isaac is a financial sector regulatory expert with over 15 years of experience.

Prior to joining Rwanda Finance, Isaac worked on diverse successful projects from 2012 to date as a consultant with international organizations, United Nations Organizations, and Government Institutions in various areas – policy development, conducting legal due diligence in the Rwandan financial sector, public financial management learning and development strategy, investment project pipelines evaluation and development of prospectus for carbon trading,  policy development for a circular economy, the establishment of financial sector skills council for implementing the Kigali International Financial Centre and capacity needs assessment and training curriculum development in the financial sector, investment and privatization, long term saving scheme and public health regulations. Isaac also worked with the Central Bank of Rwanda from 2007 to 2011 as a senior inspector in Non – Bank Financial Institutions.

Isaac holds a Master of Laws (LLM) in Business Law from the National University of Rwanda, and he also holds a Bachelor of Laws (LLB) from the National University of Rwanda.

Given his passion for financial sector development, he pursued  professional courses and was  awarded  certificates from the International Monetary Fund in  Macroeconomics of Climate Change: Science, Economics, Macroeconomics of Climate Change: Transitioning to Net-zero, Macroeconomics of Climate Change: Economics of Adaptation, Macroeconomics of Climate Change: Mitigation Strategies, Macroeconomics of Climate Change: Climate Risks for the Financial Sector, Macroeconomics of Climate Change-Green Public Finance, Fintech, cryptocurrency and its regulatory implications, Institutional Governance, Public Financial Management, Financial Development and Financial Inclusion, Foundations of Central Bank Law, Inclusive Growth and Governance.
