Marie Gisele Dukuze is the Chief Legal Officer & Company Secretary at the Kigali International Financial Centre (KIFC), an international financial centre facilitating international investment into Africa and cross-border financial transactions. She leads KIFC’s legal, corporate governance, and company secretariat functions, advising the Board of Directors and Executive Management on strategic legal and governance matters. She also leads KIFC’s legal and policy reform agenda, collaborating with key stakeholders to strengthen Rwanda’s legal and regulatory framework for international financial services.
An Advocate of the High Court of Rwanda and Member of the East African Law society, Gisele has expertise in international business law, corporate governance, financial services regulation , intellectual property Law and regulatory compliance. Prior to joining KIFC, she was a Legal Associate at Cedar Ark Law.
Gisele holds a Master of Laws (LL.M.) in International Business Law from the University of Liverpool, a Postgraduate Diploma in Legal Practice (DLP), and a Bachelor of Laws (LL.B.). She is also a Certified Know Your Customer (KYC) and Customer Due Diligence (CDD) Professional (ICA, UK), a Chartered Certified Risk Analyst (GAFM), and a Certified Contract and Legal Drafter from the British Legal Centre.
